In order to encounter anything like a ghost, you must believe in them. The reason some people see them and don't think anything about it is because they don't "not believe" in them. If you think you have a chance at encountering one, you might just do it. You have to open yourself to it. However, if someone straight-up "doesn't believe" they won't see anything. They don't give it a chance b/c they know it's not there. So, to them, nothing like that exists. It's a personal thing. They exist to those who want them to exist.
